"Is Parliament's role for raising hands?"

Abebaw Desalew (MP-NaMA) recently said in Parliament, which was called back from recess, to ratify a 1.5 billion dollar concessional loan and grant agreement with the World Bank. The deal follows Ethiopia's acceptance of an IMF program that includes a policy shift to a floating foreign exchange market.
