The 351 members of parliament who attended today's session have unanimously approved the bill to declare a six-month state of emergency in Tigray Regional State.
Yesterday, the Council of Ministers had approved the bill to declare the state of emergency in Tigray for "the prevention of constitution and constitutional order in the regional state."
Tuesday night, Prime Minister Abiy Ahmed (PhD) ordered a military offensive against forces in Tigray Regional State citing an alleged attack on the military's Northern Command.
The lawmakers have also approved the appointment of the seven-member state of emergency inquiry board with six votes in opposition. The inquiry board is headed by Lemma Tesmma and Jembernesh Kenfe as chairperson and deputy chairperson, respectively. Members of the board are drawn from the House of Federation, except for Wondimu Gizaw, a legal expert who had been working in a different post in regional and federal courts.
One of the members of the board, Hawa Ali, faced opposition from Shekuri Maelin, a member of parliament from the Somali Chapter of Prosperity Party.
"She isn’t qualified," said Shakur. "It wouldn’t be independent having her as a board member."
The board will be tasked with making public the name of the individuals arrested on account of the state of emergency along with the reason; inspecting and following up on the measures taken during the decree; forwarding recommendations to the Prime Minister and the Council of Ministers if it finds any case of inhumane treatment; forwarding a request to the House of Federation for extension of the decree and ensuring the prosecution of perpetrators of inhumane acts.
