The Petroleum and Energy Authority (PEA), with World Bank support, has launched a capacity-building programme to address regulatory gaps, modernise infrastructure, and enhance oversight in the country’s power sector. An international consultancy has been engaged to conduct a data-driven review of the regulatory framework and recommend long-term reforms. The assessment focuses on institutional strategy, data systems for policymaking, digital readiness, and regulatory bottlenecks, while also exploring the integration of smart-grid and other technology-driven solutions. The initiative has completed its planning phase, set up an internal change management team, and delivered foundational digital training, alongside executive workshops in Addis Abeba for senior leadership.
