Mike Hammer, the United States's special envoy for the Horn of Africa, told Tigrai Television that he is not happy with the progress made in implementing the Pretoria Accord, particularly the return of displaced people and withdrawal of non-ENDF forces from the region. He was in Addis Abeba last week, talking with officials of the federal government and the Tigray Regional State.
