New Guard at the Helm as Former Advisor Ascends to State Minister for Finance

The Ministry of Finance has got a new State Minister, officially appointed two weeks ago, following the elevation of Eyob Tekalign (PhD), to the governorship of the National Bank of Ethiopia (NBE).

Fikadu Horeta, who quietly began work at the Ministry three months prior, received his formal appointment letter on September 16, 2025, according to sources within the Ministry who requested anonymity. His confirmation formalises his role at a critical juncture for the Finance Ministry, which remains central to the country’s fiscal stabilisation efforts and protracted debt restructuring negotiations under the G20 Common Framework.

A long-time policy hand within Prime Minister Abiy Ahmed’s (PhD) economic team, Fikadu previously served as lead executive officer overseeing economic sectors at the Office of the Prime Minister since 2019. His portfolio included macroeconomic coordination and performance oversight across several priority sectors.

Fekadu was also appointed to the board of the Development Bank of Ethiopia (DBE) in February 2024, further consolidating his position in the economic decision-making circles.

His predecessor, Eyob, departs the Ministry with a legacy shaped by sweeping reforms and a visible role in multilateral negotiations, including with the IMF and Paris Club creditors. Over the course of his career, Eyob has held key diplomatic and policy roles, from serving as minister of the National Planning Commission to postings at Ethiopia’s embassy in Washington, D.C.
