If all goes as planned, Ethiopia's otherwise closed telecom market will see no less than three operators as early as March 2020, according to federal communications officials.
In preparation to liberalise the domestic telecom market, the Ethiopian Communications Authority, a recently formed federal agency, has launched a public consultation process ahead of issuing telecom licenses for new operators. The Authority hopes to gather feedback from interested parties for the proposed legal framework, which will pave the way for the entrance of two telecom operators in the domestic market thus far monopolised by state-owned Ethio telecom.
Prospective operators have until November 22, 2019, to submit feedback on the regulatory framework, according to the Authority's schedule.
If the Authority sticks to its plans, the telecom monopoly will break up with the issuance of two operating licenses in March 2020.
"We expect the country to have three telecom operators starting from April," said Balcha Reba, director general of the Authority, during a press briefing held at the Ministry of Finance.
Ethio telecom is also expected to be relicensed. The telecom liberalisation follows the economic reform agenda, which includes partially privatising Ethio telecom, a move that has led the Ministry of Finance to look for a transaction advisor.
