A 300 million dollar World Bank grant to upgrade the country's transport system has envisaged biometric data-backed digital licenses as early as next year. The government has also indicated that it will expropriate vehicles that are in the country without its approval recently. The Ministry of Transport & Logistics suggests that only a million and a half vehicles have been formally recognized by it. Increased traffic penalties which amounted to half a billion this year have not deterred the number of accidents.
