A public procurement scheme historically plagued by corrupt practices is cited as one of the reasons for the mediocre quality of infrastructure. E-procurement has become mandatory for all public procurements in the budget year with hopes of halting this practice that has Ethiopia ranked 94th on the corruption perception index published by Transparency International from 180 countries.
