Rainproofed mannequins around the Hayhulet area stand out amidst a row of boutiques selling garments and textile products. Declining exports from industrial parks experiencing the protracted consequences of Ethiopia's expulsion from the Africa Growth & Opportunity Act (AGOA) has resulted in an increasing number of manufacturers producing for local consumption. Textile products account for nearly 80pc of exports from industry parks, with most foreign companies lured by a cheap labour force for the labour-intensive process. Several disputes have risen over the years with companies prohibiting the formation of labour unions in the parks.
